Background:

Each year, various City Departments need to purchase non-capital computer hardware, software, and related items to support the City’s technical operations. There are four main vendors that provide the necessary selection of compatible technology product solutions and related services to meet the City’s requirements: Carahsoft Technology Corp., CDW Government LLC, SHI International Corp., and Insight Public Sector, Inc. This agenda item addresses SHI International Corp.; Cooperative Agreements for the other vendors will be presented under separate agenda items at future City Commission Meeting.

After competitive procurement, NASPO ValuePoint Cooperative Procurement Program (NASPO ValuePoint) through lead agency, State of Arizona, awarded Contract No. CTR060028 for the purchase of Software Value Added Reseller services to SHI International Corp. The State of Florida subsequently executed Participating Addendum Agreement No. 43230000-23-NASPO-ACS to utilize this Contract with terms and conditions that are favorable to Florida agencies.  This cooperative agreement provides access to competitively solicited supplier-government pricing across a wide range of technology products by leveraging the combined purchasing power of governmental entities statewide. The Master Contract is valid from April 25, 2022 through April 24, 2027 and has two, one-year renewal options available.

Since 2018, the City of Sunrise has made 191 purchases from SHI International Corp., and the outcome was favorable as these projects were completed on time and within budget. The City’s total estimated annual spend through SHI International Corp. is $400,000.00.

City Commission approval is requested to enter into Cooperative Agreement No. 26-33-07-HR between the City of Sunrise and SHI International Corp. for technology products, solutions and related services, as needed.

Since these purchases will be made using an existing governmental cooperative contract, the City's formal bidding procedures are waived pursuant to Section 5-173(c)(4) of the Code of the City of Sunrise, Florida.
