Background:
The Leisure Services Department is responsible for managing all playgrounds across the City. At the Sunrise Sportsplex playground, repairs are needed to the existing shade structure due to construction deficiencies during initial construction. Partial funding of $60,000 was previously received from the contractor through a Settlement Agreement approved by the City Commission on April 14, 2026.
The proposed work at the park includes reinstalling one support column, constructing concrete collars around the base plates of the remaining seven support columns, and restoring the playground’s surfacing, concrete sidewalk, and fencing. These improvements will help ensure that the shade structure and surrounding play area remain safe, functional, and compliant with applicable safety standards.
Play/Space has provided a proposal for the work to be completed at Sunrise Sportsplex, which includes all materials and labor necessary to repair all columns and the any areas that could require restoration work as a result of the work being completed. The price offered is within budget. Play/Space also maintains a local office, warehouse and crew in Broward County which facilitates communication and faster resolution of work-related issues with the City.
It is requested to utilize an existing governmental Contract No. 2023/2024-298, competitively awarded to Play/Space Services, Inc. (Play/Space) by Clay County, Florida to provide Various Equipment and Amenities for the Sunrise Sportsplex Playground repairs and future Leisure Services needs, not to exceed the departmental budget. This agreement allows the City to purchase materials, equipment, installation and repair services on an as-needed basis, with percentage discounts ranging from 5% to 35%.
The department has requested funding in the FY 2026/2027 Budget to replace the playground surface areas at Flamingo Park and Welleby Park. Both parks were renovated under the City’s general obligation bond referendum and are among our most popular parks. Due to the high volume of park patrons, these playgrounds have experienced significant wear, so their surfaces now need to be replaced. If the funding is approved in the FY 2026/2027 Budget for these two parks, it is requested to use Play/Space Services, Inc. for poured-in-place rubberized surface. This replacement will stay within the approved FY 2026/2027 budget for the project.
Approval is requested for the “Piggyback Agreement 26-13-04-MM between the City of Sunrise and Play/Space Services, Inc.” utilizing the Clay County, Contract No. 2023/2024-298 to provide Various Equipment and Amenities for Parks and Recreation, in an amount not to exceed the FY2025/2026 approved budgeted funds and subsequent years’ expenditures, subject to budget approval.
Since these purchases will be made using an existing governmental contract, the City's formal bidding procedures are waived pursuant to Section 5-173(c)(4) of the Code of City of Sunrise, Florida.
