Background:
The Utilities Department seeks to improve security at the Sawgrass Water and Wastewater Treatment Plant, by constructing security improvements identified within the Five-Year Capital Improvement Program. A turn-key project was developed, including remote surveillance pole and building wall mounted cameras, served by above and below ground wiring through protective conduits, and will feature electrical conductors and communication fiber, and a closed-circuit television video (CCTV).
A design was previously completed by Black & Veatch Corporation in 2022 including Security Improvements for both Sawgrass and Springtree Water and Wastewater Treatment Plants. A project was advertised for bidding in 2023 with the Springtree Plant as the base bid and the Sawgrass Plant as bid alternate. Due to available budget at that time, the City awarded the base bid for the Springtree Water and Wastewater Treatment Plant only and construction was recently completed. The portion of the project for the Sawgrass Water and Wastewater Treatment Plant was postponed until funding was available.
On June 14, 2025 the City Commission approved Project Agreement PA-25-011-BV with Black & Veatch Corporation to update the 100% design package for the Sawgrass Water and Wastewater Treatment Plant Security Improvements project to meet current Florida Building Code, including updating drawings and specifications, permitting, bidding services, and construction administration services.
On June 18, 2026, Bid No. 26-69-05-CM was issued for this project. A mandatory pre-bid meeting and site visit were held on June 30, 2026, with eleven prospective bidders in attendance. Bids were opened on July 31, 2026, and five bids were received. One bid was deemed non-responsive as the bidder failed to submit the required bid submittal package and bid bond. The Purchasing Office, Utilities Department, and Black & Veatch Corporation evaluated the bids and recommend award to the lowest responsive and responsible bidder, MBR Construction, Inc. (MBR).
The scope of work for this project consists of, but is not limited to, performance of a subsurface utility engineering (SUE) investigation and preparation of a final underground utility routing plan based on the design drawings and verified field conditions; procurement of all required permits; clearing and preparation of conduit alignments; trenching, installation, backfilling, and full surface restoration for both paved and landscaped areas; installation and pulling of electrical conductors and fiber optic cabling within the conduit system; installation of camera support poles and associated mounting hardware; completion of all electrical and fiber terminations to camera devices; execution of building penetrations including proper sealing and restoration; installation and integration of servers and video recording systems; final termination, labeling, and testing of all electrical and fiber systems; and full system commissioning.
MBR’s bid price is approximately 34.32% lower than the Engineer’s Opinion of Probable Construction Cost (OPCC), while the second lowest bidder’s price was 24.60% lower than the Engineer’s OPCC. All references were favorable for MBR’s performance on other projects of similar type and scale with other entities. Additionally, MBR’s successfully completed a similar security improvement project at the Springtree Treatment Plant, is currently finalizing the Security Improvements project within several parks, and has performed favorably on multiple previous contracts with the City.
Staff is requesting approval to award to MBR Construction, Inc. Following award by the Commission, the Contractor will be required to provide an acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award. The construction contract and associated construction documents are available at the Purchasing Office upon request.
The City did not receive responses from City of Sunrise vendors that could provide this service.
