Background:
The City of Sunrise Public Safety Dive Team routinely conducts Search & Recovery operations in support of emergency response activities. To enhance the effectiveness, accuracy, and safety of these operations, the Dive Team requires advanced underwater imaging technology capable of providing real-time, high-resolution sonar data in challenging underwater environments. The Fire Rescue Department has identified the Gemini 1200ik Pole Mount Multibeam Sonar System as the appropriate equipment to meet these operational requirements and support the specialized needs of public safety dive operations.
The City issued Bid No. 26-82-08-ES for the purchase of the Gemini 1200ik Pole Mount Multibeam Sonar System and advertised the solicitation through DemandStar. The solicitation was distributed to 460 vendors registered under the applicable City of Sunrise commodity codes. There are currently two authorized dealers in North America for this product. The bid opened on August 26, 2026, and two (2) bids were received.
The bid submitted by Ocean Innovations was determined to be non-responsive because the submission was incomplete and did not include all forms required by the City. Accordingly, Ocean Innovations was removed from further consideration for this solicitation.
Following the evaluation by the Purchasing Office and concurrence from the Fire Rescue Department, it is recommended to award the contract to the lowest responsive and responsible bidder, Subsea Technologies, Inc. The bid price of $35,260.00 includes the equipment and accessories and deployment equipment needed for staff. Funding was included in the FY 2025/2026 Budget for this equipment in the Fire Rescue Department.
Staff is requesting approval to award the bid to Subsea Technologies, Inc. The City did not receive any responses from City of Sunrise vendors that could provide this equipment.
