Background:
On November 6, 2018, Broward County voters approved a referendum for a one percent (1%) transportation surtax to address both infrastructure and operational transportation needs countywide. Since 2018, the City has entered into a Transportation System Surtax Interlocal Agreement (ILA), including the subsequent three Amendments.
On June 18, 2020, the County Commission approved Transportation Surtax funding for FY2020 (which included funding carried forward from FY2019) of more than $60 million for the applicable phases of the statutorily eligible municipal capital projects recommended by the MPO, and up to $50 million for municipal rehabilitation and maintenance projects. The City has one construction ready capital project that was recommended by the MPO and approved by the County Commission. Additionally, the City has two rehabilitation and maintenance (R&M) projects that were approved by the County Commission.
The Third Amendment to the ILA was developed in collaboration between Broward County and the Broward County City Manager’s Association (BCCMA). It included reprioritization of the current distribution of Transportation Surtax funding to Municipalities among Community Shuttle, Capital Projects, and Rehabilitation and Maintenance (R&M) Projects; a creation of a new Formula-based Funding model for R&M Projects and On-Demand Transportation during County Fiscal Years 2026 to 2032, subject to availability of Transportation Surtax funding; the development of a new means of allowing Municipalities the ability to obtain Transportation Surtax funding to be used as required local match in relation to state and federal appropriations and grants; provided Municipalities with flexibility on how each will use Formula-based Funding from the Transportation Surtax; and outlined the criteria for evaluating process, documented the allocation for municipal capital projects, and included other minor changes.
The City recently received from Broward County the Surtax Funding Agreement for the two previously ranked Cycle 1 R&M projects:
- BC-SUNRISE-FY2020-00003 – This project includes milling and resurfacing, striping, and other pedestrian improvements along NW 160th Avenue and Shotgun Road within the City of Sunrise.
Amount: $907,910.09
- BC-SUNRISE-FY2020-00006 – This project includes milling and resurfacing within the Gold Key Villas Subdivison. The roadway segment boundaries for milling and resurfacing include NW 26th Street from N. University Drive to Aragon Blvd on the North to NW 20th Cout from NW 82nd Way to Gold Key Boulevard on the South (excluding Sunset Strip).
Amount: $1,853,260.00
The design and permitting for both locations have been completed by Utilities Department, Engineering staff and the project is expected to be advertised for solicitation of construction bids in the next 90 days.
In order for the City to receive the Surtax Grant funds, the County requires the attached Surtax Funding Agreement to be executed. City staff reviewed the Surtax Funding Agreement and request permission of the City Commission to allow the City Manager to execute the ILA and associated documents.
