Background:

As part of the ongoing evolution of the Western Sunrise area, there is a need to plan and develop for various Transit Oriented Design (TOD) infrastructure improvements such as bicycle lanes, pedestrian improvements, public transportation enhancements, striping, signage, signalization, traffic calming, lighting improvements, and landscape renovations.

 

On May 9th, 2017 the City entered into a Continuing Services Agreement with KCI Technologies, Inc., (formerly known as “Keith and Schnars, P.A.”) to oversee ongoing planning and development of work associated with the TOD. The first phase of this project consisted in developing a Master Plan for the area bounded by Sunrise Boulevard on the south, Flamingo Road on the east, and NW 136th Avenue on the west and north. From this master plan, future improvements will be proposed, and future projects may be developed based on the recommendations coming from this TOD Master Plan.

 

On June 12, 2018 the City Commission approved Project Agreement No. 18-011-KS with KCI Technologies, Inc. for Professional Engineering Services for the West Sunrise Transit Oriented Design Masterplan for the Sawgrass Mills Mall Area Project. On June 17, 2020 the First Amendment to Project Agreement was executed by the Director of Utilities to modify the scope of work to include specific engineering infrastructure improvements instead of planning-level concepts. On May 24, 2022, the Second Amendment to PA 18-011-KS was approved by the City Commission to extend the terms of the agreement until June 17, 2024. On August 15, 2022, the Third Amendment to PA 18-011-KS was executed by the City Manager to account for additional efforts exerted by the Consultant beyond their control. On June 11, 2024, the City Commission approved the Fourth Amendment to Project Agreement to extend the terms of the agreement for one additional year through June 17, 2025. On June 10, 2025, the City Commission approved the Fifth Amendment to Project Agreement to extend the terms of the agreement for one additional year through June 17, 2026. The Fifth Amendment also included statutorily required language updates.

 

Since the execution of the Fifth Amendment, the Consultant addressed the comments provided by the City staff on the draft Master Plan, and the draft Master Plan was shared with the stakeholders.

 

The Project Agreement term is scheduled to expire on June 17, 2026, therefore, City Commission action is required to extend the term of this agreement for one additional year through June 17, 2027. This additional time will allow stakeholders to review the draft Master Plan and provide comments to the Consultant to prepare a final draft and coordinate a presentation to the City Commission. The Sixth Amendment does not include any additional remuneration for the consultant to complete the project.
