Background:
The Miami-Dade Sheriff’s Office has requested that the City of Sunrise enter into a Law Enforcement Mutual Aid Agreement for the Sunrise Police Department to provide support for the 2026 FIFA World Cup. The agreement is authorized under Chapter 23, Part I, Florida Statutes, and provides for voluntary cooperation and operational assistance between the agencies during the event period. The 2026 FIFA World Cup is scheduled to occur from June 11, 2026, through July 19, 2026, with multiple soccer matches being held at Hard Rock Stadium in Miami Gardens.
Under the agreement, the Sunrise Police Department may provide law enforcement resources to assist the Miami-Dade Sheriff’s Office with World Cup-related operations, including daily K-9 operations at Hard Rock Stadium, traffic flow support in and around the stadium, and emergency response support as needed. The agreement preserves Sunrise Police Department command and supervisory control over its personnel and provides that the Sunrise Police Department employees remain subject to the Sunrise Police Department policies, procedures, and rules while rendering assistance under this Mutual Aid Agreement.
The Agreement effective date is June 1, 2026, and expires at midnight on July 20, 2026, unless terminated earlier or extended by the continuation of law enforcement services or resources. Either party may cancel the agreement upon thirty days’ written notice. Approval of this item will authorize the City to enter into the Mutual Aid Agreement with the Miami-Dade Sheriff’s Office for the limited purpose of providing law enforcement support associated with the 2026 FIFA World Cup.
