Background:
The City of Sunrise adopted 5-year Capital Improvement Program (CIP) includes the Sawgrass Wastewater Treatment Plant Train A Secondary Treatment project. The scope of the project is to replace the equipment located in Blower Building 1 by constructing a new building adjacent to the existing building, and demolishing the existing building once the new process and electrical services have been made operational. The replacement of the Train A aeration process equipment also allows modifications to the Train A Aeration Basins to be made. These modifications will eliminate the existing Surge Tanks, by incorporating them into the aeration basins, as well as eliminating the large dosing pumps, which have reached the end of their useful lives.
Prior to the start of construction, the City applied to the State of Florida for a Department of Environmental Protection (FDEP) Resilient Florida Program Grant and was selected to receive a $16,750,000 grant towards the construction of the Sawgrass Wastewater Treatment Plant Train A Secondary Treatment project. On December 12, 2023 the City Commission approved Resolution No. 23-185 authorizing the City Manager to execute the Grant Agreement and any associated documents with the Grant Agreement.
The project is currently under construction and is expected to be substantially completed by the end of 2028, however, additional time is required to finalize project closeout and fulfill grant closeout requirements. To accommodate this, FDEP has granted the City an extension through December 31, 2029, and proposed minor revisions to the Standard Terms and Conditions which necessitates an amendment to the Grant Agreement.
City staff have reviewed the Amendment 1 to Grant Agreement provided by FDEP and recommend execution of the Amendment. Authorization is requested of the City Commission to allow the City Manager to execute Amendment No. 1 to the Grant Agreement and any documents associated with this Amendment.
