Background:
The City of Sunrise Fire Rescue Department, as first responders, are tasked with the critical mission of the health and safety of Sunrise residents and visitors. In order to continue to provide critical and required services, they must be adequately equipped with necessary items, including specialized services, equipment, protective clothing, and supplies.
Lake County has solicited bids for Fire Equipment, Supplies, and Services and has granted the City of Sunrise permission to piggyback Contract 22-730I, which was awarded to North America Fire Equipment Co., Inc., in accordance with the pricing, terms and conditions as specified. The City of Sunrise has successfully utilized contracts from previous competitive procurement awards by Lake County over the years.
This contract specifies that all items offered (both goods and services) shall be in accordance with all governmental standards to include, but not be limited to, those issued by the Occupational Safety and Health Administration (OSHA), the National Institute of Occupational Safety Hazards (NIOSH), and the National Fire Protection Association (NFPA). In addition, MSDS (Material Safety Data Sheets) shall be provided with the shipment of any hazardous materials as required by 29 CFR 1910.1200.
The contract includes all necessary terms and conditions to ensure compliance within the State of Florida. In addition, the contract pricing includes discounts on products and services from over 250 manufacturers that are utilized by fire departments within the State of Florida. Labor rates for equipment repair, with a set pick-up and delivery fee are also available through this contract, if needed. Lake County's Contract, 22-730I, was competitively solicited and awarded through a public procurement process, ensuring fair and open competition. Piggybacking on this contract supports administrative efficiency by avoiding a duplicative solicitation while still leveraging pricing established through the existing discount structure.
Commission approval is requested to enter into Piggyback Agreement 26-10-04-WL with North America Fire Equipment Co., Inc. for Fire Equipment, Supplies, and Services. Because these purchases will be made using an existing governmental contract, it is requested that the City’s formal bidding procedures are waived pursuant to Section 5-173(c)(4) of the Code of the City of Sunrise, Florida.
