Background:
The City of Sunrise is proposing to apply for the Broward County Metropolitan Planning Organization’s (MPO) Roads for Economic Vitality (REV) Cycle One grant program under the Local Agency Program (LAP). The MPO’s REV program provides funding for small local transportation projects that proposed to improve the safety and mobility for all transportation users in Broward County. The REV program is limited to one application per project sponsor per bi-annual application cycle.
City staff have identified a Mobility and Safety Dual Intersection Conversion Project, which proposes installing roundabouts at the intersections of Springtree Drive & NW 84th Avenue, and NW 94th Avenue & NW 42nd Street. The project includes the design and construction of the proposed roundabouts.
The project aims to improve traffic operations and enhance safety for motorists, pedestrians, and bicyclists. The project will include geometric design, pavement markings, signage, and pedestrian crossing features to support safe and efficient circulation. The project will also incorporate lighting enhancements, including the installation and/or upgrade of roadway lighting systems to improve visibility at roundabout approaches, pedestrian crossings, and within the intersection, thereby enhancing safety during nighttime and low-light conditions. Additional elements may include minor curb and driveway adjustments. All improvements to be constructed as part of the project will be completed located within the existing right-of-way.
If selected, the Florida Department of Transportation (FDOT) and the MPO would reimburse the costs for design, construction engineering and inspection (CEI), and construction costs up to $5,000,000.00. The City is required to commit to fund any construction costs in excess of $5,000,000.00, along with the construction contingency per LAP requirements. The design would adhere to typical design standards, including the Manual on Uniform Traffic Control Devices. Upon completion of the project, the City would be responsible for the ownership and maintenance of all improvements. The City currently has an Interlocal Agreement with Broward County Traffic Engineering (BCTE) for the maintenance of signage, striping, and signalization. However, if BCTE will not maintain any of the improvements associated with the project, the City would maintain the signage and striping within its corporate boundary.
The grant application requires a resolution of support and a letter committing to administer and deliver the project as well as provide financial support to fund the project, with the construction costs to be reimbursed up to $5,000,000.00. In addition, the attached resolution provides the City’s commitment to fund applicable operation and maintenance costs and any construction-related costs in excess of the $5,000,000.00 cap and certifies the proposed project will be constructed within City right-of-way. Currently, the estimated project costs for the project is as follows:

- CEI Cost: $200,000
- Contingency: $350,000
- Total Project Cost: $2,550,000
It is requested that the City Commission provide authorization for the Director of Utilities, or designee, to execute and submit the Roads for Economic Vitality Cycle One Grant application to the Broward County Metropolitan Planning Organization for the project shown on Exhibit A. Additionally, it is requested that the City Commission provide authorization for the City Manager, or designee, to execute a letter committing financial support to fund the project design, construction engineering and inspection services, and construction-related costs in excess of the $5,000,000.00 cap per project for the proposed City project shown on Exhibit A. The letter shall further commit the City to providing applicable operation and maintenance costs.
