Background:
Residents, businesses, and tourists in Broward County generate 5 million tons of solid waste annually, or 20 thousand pounds per minute, double the national average per person. It is anticipated that the future solid waste generation in Broward County will increase by almost 50 percent over the next 40 years. The existing single Class I landfill in Broward County will stop accepting solid waste at the end of the year and the existing waste-to-energy plant is currently at capacity.
Given the current and projected future state of solid waste in Broward County, the City of Sunrise and 27 other municipalities previously entered into an Interlocal Agreement (ILA) to form a special district effective on August 16, 2023. The Solid Waste Disposal and Recyclable Materials Authority (Authority) was created to provide long-term solid waste solutions while achieving goals of diversion. The ILA requires an adoption of a Facilities Amendment within 36 months of the ILA effective date. Section 3.3 of the ILA requires the Facility Amendment to be approved by the governing bodies of municipalities representing at least 80 percent of the total population of the participating municipalities. The purpose of the Facilities Amendment is to:
- Provide long-term plans for waste disposal
- Address the use and disposition of Authority assets in event of a Wind Down
- Ensure the orderly and efficient allocation of services during a Wind Down

It is requested that the City Commission approve the Facilities Amendment and authorize the Mayor to execute all documents to effectuate this Amendment to the Interlocal Agreement.
