Background:

The City of Sunrise, Utilities Department requires the service of qualified firms to provide miscellaneous civil engineering services on an as-needed basis for a variety of infrastructure and public improvement projects throughout the City. The qualified firms must have extensive experience working in Broward County on site development projects that include paving, drainage, and utility distribution as well as work on roadways, bicycle lanes, trails, multi-use paths and drainage both in and outside of the right-of-way. Each firm must have the ability as the lead firm or with the use of sub-consultants to provide the surveying, landscape architecture, structural engineering, plumbing engineering, and electrical engineering services under this Agreement.

 

To address these needs, the City issued RFQ 25-03-05-HR and twenty-three responses were received. Staff evaluated all responses, shortlisted seven firms and conducted interviews. At the February 10, 2026, City Commission meeting, Resolution 26-25 was approved which authorized staff to negotiate hourly rates with the top four ranked firms: Chen Moore and Associates, Inc., Stantec Consulting Services Inc., Joseph Roles and Assoc., Inc., and BCC Engineering LLC.

 

A meeting with Stantec Consulting Services Inc., Inc. was conducted on April 15th, 2026 to negotiate hourly rates for the various professionals that may work on future projects. Subsequently, both parties agreed to rates that are within industry standards for civil engineering work. The negotiated hourly rates include the application of an overhead multiplier of 2.9 to employee raw salary rates to account for direct labor, overhead, administrative expenses, and reasonable profit. Maximum hourly rates were established for each employee classification based on industry standards. The Agreement allows for hourly rates to be adjusted annually after the first full year, provided it is authorized by the City Commission via Amendment and may not exceed 5%.

 

The Continuing Service Agreement shall commence on the date the instrument is fully executed by all parties and shall end five years from the executed date unless and until terminated pursuant to terms of the Agreement. The City reserves the right to renew the Agreement for five additional one-year periods under the same terms and conditions.
