Background:

The City of Sunrise, Utilities Department owns, operates, and maintains the Sawgrass Wastewater Treatment Plant (WWTP). This facility has two treatment trains with four existing secondary clarifier tanks in each train, containing rotating metallic mechanisms for removal of settling or floating solids from wastewater as part of the biological treatment. These clarifier mechanisms were designed in the 1990s and are approximately thirty years old. Many of the working components within these clarifiers have become worn, evidencing they've reached the end of useful life and need replacement.

 

On January 9, 2024, the City Commission approved Project Agreement No. 24-011-BC between the City of Sunrise and Brown and Caldwell (Corporation) for design, bidding, and permitting for the Sawgrass WWTP Train A Clarifier Mechanism Replacement Project. The scope of the project includes the design of the Train A Clarifier Mechanism Replacements and the associated clarifier concrete, piping, and electrical improvements.

 

On May 5, 2025, the Project Agreement was extended 180 days through December 2, 2025 via written notification by the City Manager. The extension was required for additional time needed to coordinate with the clarifier mechanism supplier based on the Utility Department’s preference for the mechanism replacement to be consistent with the clarifier mechanism existing within the Train B portion of the Sawgrass Wastewater Treatment Plant.

 

On October 28, 2025, the City Commission approved a First Amendment to Project Agreement No. PA-24-011-BC to extend the term to May 31, 2026 to complete the Bidding services in coordination with the City’s Purchasing Division.

 

Currently, BID 26-27-12-CM is advertised for this project. Multiple submissions of Request for Information have been received from the bidding contractors. Addendum No.1 has been issued, extending the bid opening to May 22, 2026 to allow the consultant time to prepare responses and construction document updates. Additional time will be required to complete the bid evaluation process after bid opening, thus requiring a Second Amendment to the Project Agreement.

 

This Second Amendment, requests approval to extend Project Agreement No. PA-24-011-BC with Brown and Caldwell (Corporation) through May 31, 2027, to allow for the Consultant to provide services during bid evaluation process and award consideration by the City Commission. Brown and Caldwell (Corporation) is not requesting any additional remuneration as part of this Second Amendment.

 

Staff recommends the approval of the Second Amendment to the Project Agreement No. PA-24-011-BC extending the term to May 31, 2027.
