Background:
On May 28, 2024, the City of Sunrise Commission approved an Interlocal Agreement (ILA) between Broward County and the City of Sunrise for Integrated Water Resource Plan (IWRP) Funding via Resolution No. 24-59. Broward County's IWRP grants are offered to drainage districts, water control districts, utilities, and municipal partners as cost-share funding to implement IWRP projects. This ILA will partially fund the City's Sawgrass Utility Complex & Administration Building Irrigation Reuse project with a grant funding amount of $120,000.
The project was designed by Craven Thompson and Associates and received regulatory agencies’ approval. The City of Sunrise now requires a qualified contractor to provide construction services for furnishing all labor, materials, tools and equipment necessary to perform and complete the installation of an automatic irrigation system to connect to the City’s Reuse Water System.
The Sawgrass Utility Complex & Administration Building Irrigation Reuse project was advertised on February 12, 2026 via Bid No. 26-14-11-HR. A mandatory pre-bid meeting with site visit was held on February 17, 2026 with two (2) prospective bidders attending the meeting. To promote competition, outreach was conducted and a second mandatory pre-bid meeting with site visit was held on February 27, 2026 with one (1) prospective bidder attending. The bid opened on March 16, 2026 and two (2) bids were received.
The Purchasing Office, Utilities Department, and Craven Thompson and Associates evaluated the bids and recommend award to the lowest responsive and responsible bidder, MBR Construction, Inc. (MBR). MBR's bid price is approximately 21.8% higher than the most recent Engineer’s Opinion of Probable Construction Cost (OPCC) while the second low bidder’s price was 29.5% higher than the low bidder. Due to current market conditions, as well as the inherent complexities and potential unknown conditions associated with construction within an active water and wastewater treatment facility, particularly the uncertainties related to underground piping within the utility complex, Craven Thompson and Associates and City staff have determined that MBR’s bid price is fair and reasonable.
MBR is currently working on the Parks Security Improvements project, the Sunset Strip Passive Park project and the Civic Center Pool Pump Building project and continues to perform satisfactory work. All references were favorable for MBR Construction, Inc.’s performance on other projects of similar type and scale with other entities and on all previous contracts with the City.
Staff is requesting approval to award to MBR Construction, Inc. Following award by the Commission, the Contractor will be required to obtain an acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award. The construction contract and associated construction documents are available at the Purchasing Office upon request.
