Background:

The Community Development Department seeks the services of a qualified firm to provide expedited civil engineering consultant services. These services are requested to offer a new service to applicants that would provide the opportunity to request a faster, defined turnaround time for engineering plan reviews for an additional fee. The service will be offered subject to capacity. Obtaining assistance from a consultant, on an as-needed basis, will allow the City to maintain a high level of service during peak development periods without overextending the current staff. The qualified firms must understand local City of Sunrise engineering standards and processes for land development applications, South Florida Water Management District standards, and Broward County standards.

 

The qualified firm may be requested to provide the following services on an as-needed basis:

  1. Perform plan review of engineering plans and engineering calculations associated with land development or utility project applications primarily specified for expedited reviews. The consultant shall perform and provide continuing engineering, consultation, and review and advisory services for these tasks when authorized by the Department.
  2. Each review of an engineering plan application and associated calculations shall be completed within 15 calendar days of receipt for the first review and 10 calendar days of receipt for subsequent reviews for expedited plan reviews.
  3. Provide clear and detailed comments in the format required by the Department associated with the plan review of engineering plans and associated calculations.
  4. Attendance at associated project meetings with City staff, applicants and their professionals of record are required as scheduled. Attend in-person and/or virtual meetings.
  5. The consultant shall furnish all services, labor, equipment and materials necessary to successfully complete expedited engineering plan and calculations review services required by the Department.
  6. Ability to utilize Bluebeam, DigE Plan, and/or electronic plan review software.

 

To address these needs, the City issued RFQ 26-02-01-MS and seven responses were received. The selection committee evaluated the responses, shortlisted firms, conducted interviews of the shortlisted firms and ranked the firms based on their qualifications. The committee agreed to establish three Continuing Services Agreements (CSAs) based on contract duration and projected needs.

 

Staff is requesting authorization for the Director of Community Development to negotiate a CSA with the three top-ranked firms: Calvin, Giordano & Associates, Inc., Craven, Thompson & Associates, Inc. and R.J. Behar & Company, Inc. for expedited civil engineering consultant services. All references were favorable for all firm’s performance on other projects of a similar type and scale.

 

In the event that CSAs cannot be negotiated with the three (3) top-ranked firms, the Director of Community Development is hereby authorized to either negotiate with the fourth-ranked firm, Craig A. Smith & Associates, LLC, the fifth-ranked firm, The BetaJones Group, Inc., and the sixth-ranked firm, Caltran Engineering Group, Inc. Should this process fail to produce three satisfactory CSAs, then the City, at its discretion, will either select additional firms from the original Request for Statements of Qualifications in the order of their competence or qualifications and continue negotiations until three Continuing Services Agreements are reached, or the City will solicit a new Request for Statements of Qualifications.

 

The initial term of the CSA will be for three years, with up to three additional one-year renewal options under the same terms and conditions.

 

Upon successful completion of negotiations, staff will present Continuing Services Agreements to the City Commission for consideration at a future City Commission Meeting.
