Background:
The State of Florida Department of Transportation (FDOT) is finalizing the design of and preparing to advertise the Sawgrass Expressway Widening Project (Project), within the City of Sunrise. The Project is divided into several segments with associated design plans: Project No. FPN 437155-5 - south of NW 8th Street to Sunrise Boulevard; Project No. FPN 437155-1 - Sunrise Boulevard to Oakland Park Boulevard; and Project No. FPN 437155-6 - Oakland Park Boulevard to Atlantic Boulevard.
The proposed work includes modifications and improvements within the City of Sunrise right-of-way for Sawgrass Corporate Parkway, Flamingo Road, and NW 136th Avenue, as well as on parcels along Sawgrass Corporate Parkway that will be quitclaimed to the City as right-of-way upon completion of the project. FDOT is responsible for the design, procurement, and construction of improvements including lane widening, milling and resurfacing, stormwater management, lighting, pavement markings, and signage and traffic control signal equipment.
Upon completion of the project, certain items within the City right-of-way will be maintained by FDOT and other items will be maintained by the City of Sunrise. To delineate the maintenance responsibilities after project completion, a Memorandum of Agreement between the Florida Department of Transportation, Florida Turnpike Enterprise and the City of Sunrise is necessary.
The City will be responsible for maintenance of roadway pavement, pavement markings, driveways/turnouts, curb and gutter, pedestrian sidewalks, traffic separators, ditch pavement, ground mounted signs, irrigation, landscape, hardscape, stormwater pipes and structures, stormwater management facilities, and grass within City right-of-way.
City staff requested specific changes to the MOA, FDOT would not agree to all changes but agreed to several changes, including the requirement to obtain City permits.
Authorization is requested from the City Commission to authorize the Mayor to sign the attached Memorandum of Agreement.
