Background:
On June 29, 2023, the City of Sunrise Commission approved a Federally Funded Community Development Block Grant Cares (CDBG-CV) Subgrant Agreement between the State of Florida Department of Economic Opportunity and the City of Sunrise to fund up to $268,000 for the installation of broadband at City parks and facilities via Resolution 23-94. The three locations proposed for the grant are City Park, Roarke Hall, and Village Beach Club.
The City solicited proposals from qualified proposers to provide a turnkey solution for high-speed Wi-Fi internet access at the three sites, designed to deliver high-density wireless coverage scalable for large community events. The project includes, but is not limited to, the installation of firewalls and access points; poles, power, and enclosed equipment mounted on poles or frames; all required weatherproofing; and performing buried service work as needed.
The City issued Request for Proposal (RFP) No. 26-01-11-HR for these services, and six responses were received on March 18, 2026. The Selection Committee evaluated and ranked the six firms according to the criteria outlined in the RFP. The ranking was based on the overall evaluation of the following categories: Organizational Overview, including business qualifications, key personnel, and demonstrated experience; Technical Response to the Scope of Service; capacity to deliver service, strategic approach; and cost. All references were favorable for the six firms based on their performance on similar contracts. Staff evaluated the responses and recommend awarding the contract to the highest-ranked firm (Number 1 ranked), Acordis International Corp. (Acordis).
A negotiation meeting was held on April 2, 2026 and Acordis was unable to offer any additional discounts as this was their best and final offer. Acordis recently completed a similar project at the Sportsplex Pak and the Wi-Fi system is currently operating successfully. Upon completion of the project, the City will be reimbursed by the Grant for the full project costs.
The City did not receive any responses from a vendor located within the City of Sunrise capable of providing this service and equipment.
