Background:

The City of Sunrise adopted 5-year Capital Improvement Program includes the Utilities Department’s Springtree Wastewater Treatment Plant Storage and Equipment Building project. The project consists of a new building to house maintenance staff, including mechanics and electricians; as well as mechanical equipment, electrical equipment, and parts used for operations of the Springtree Treatment Plant. The project is currently under construction and nearing completion.

 

Prior to the start of construction, the City applied to the State of Florida for a Department of Environmental Protection (FDEP) Resilient Florida Program Grant and was selected to receive a $655,000 grant towards the construction of the Springtree Wastewater Treatment Plant Storage and Equipment Building project. On June 27, 2023 the City Commission approved Resolution No. 23-90 authorizing the City Manager to execute the Grant Agreement and any associated documents with the Grant Agreement.

 

On December 12, 2023, the City Commission approved Resolution 23-90-23-A authorizing the City Manager to execute Amendment No. 1 to the Grant Agreement revising Standard Terms and Conditions and the Grant Work Plan. Subsequently, on March 25, 2025 the City Commission approved Resolution 23-90-25-A authorizing the City Manager to execute Amendment No. 2 to the Grant Agreement revising Standard Terms and Conditions and Grant expiration date to June 30, 2026.

 

The project is nearing substantial completion; however, additional time is required to finalize project closeout and fulfill grant closeout requirements. To accommodate this, FDEP has granted the City an extension through March 31, 2027, and proposed minor revisions to the Standard Terms and Conditions which necessitates an amendment to the Grant Agreement.

 

City staff have reviewed the Amendment 3 to Grant Agreement provided by FDEP and recommend execution of the Amendment. Authorization is requested of the City Commission to allow the City Manager to execute Amendment No. 3 to the Grant Agreement and any documents associated with this Amendment.
