Background:
The IT Department, in coordination with the Leisure Services and Utilities Departments, proposed extending high-speed Wi-Fi connectivity to City parks and recreational facilities. Funding for such expansion has been identified within the City's Capital Improvement Plan (CIP), as previously approved by the City Commission. The Wi-Fi project at Sportsplex Park was recently completed and is currently operating successfully.
The City of Sunrise requires a turnkey high-speed Wi-Fi solution at the Sunrise Amphitheater. The high-speed Wi-Fi will enhance public access to reliable internet at the Sunrise Amphitheater and across the municipal campus. This connectivity supports families, students, and the community by providing digital access for education, work, and recreation, thereby enriching visitors’ outdoor experiences and promoting digital inclusivity. The project proposes to install access points with associated firewalls; poles, power, and enclosed equipment mounted on poles or frames; weatherproofing; and any necessary buried service work.
After competitive procurement, through lead agency NASPO ValuePoint, State of Utah and the State of Florida awarded NASPO ValuePoint Data Communications Products & Services Contract No. AR3227 and the State of Florida’s NASPO ValuePoint Participating Addendum 43220000-NASPO-19-ACS for the purchase of Cisco Systems Inc.'s Data Communications Products & Services through reseller Acordis International Corp.
Following a comprehensive evaluation of available options, the IT Department has determined that acquiring equipment and services from Acordis International Corp. is the most suitable solution. Acordis recently completed a similar Cisco equipment installation at the Sunrise Sportsplex Park. The outcome was favorable with the project being completed on time and within budget for the high-speed Wi-Fi at the Park. Additionally, Acordis was recently awarded the installation of Wi-Fi at City Park, Roarke Hall, and Village Beach Club.
The City may procure equipment and services for future park locations through NASPO ValuePoint Contract No. AR3227 and the State of Florida NASPO ValuePoint Participating Addendum No. 43220000-NASPO-19-ACS, without the need for separate competitive solicitation, provided that all purchases fall within the scope of said contract and remain consistent with approved CIP allocations.
Since these purchases will be made using an existing governmental contract, the City's formal bidding procedures are waived pursuant to Section 5-173(c)(4) of the Code of the City of Sunrise, Florida.
