Background:

As part of the FY 2026 Budget, the City Commission approved funding in the Health Insurance Fund to enhance early detection of diseases and health risks for our employees through preventative wellness screenings. These wellness screenings will be offered on a one-time basis for regular full-time and part-time employees who opt into this voluntary benefit program. Over the last several months, employees from each of the Union Groups and at all levels of the organization met to brainstorm, research, and discuss the screening options available. These collaborative meetings have been instrumental in identifying and narrowing the various options available for this important employee wellness initiative. The collaboration meetings resulted in a consensus from the attendees that the City should provide an allowance for each employee to utilize towards the recommended screening option(s) of their choice. Based upon the group consensus, the City will offer four different screening options to include ultrasound, bloodwork, CT or MRI where employees have an allowance of up $900 to spend on screening(s). If an employee chooses a screening or multiple screenings and the cost exceeds the $900 allowance, any remaining cost may be payroll deducted from the employee's paycheck on a post-tax basis for up to 26 pay periods. 

 

This Wellness Screening Program is expected to begin on June 1, 2026 and last for a period of 12 months. It is designed to encourage employee health and wellness through early detection of potential health issues.  Preventive screenings have a proven record of identifying critical diseases at early stages to help save lives and enhance wellness. As such, there are four separate Agenda Items included on this City Commission Agenda for each of the four available screening options. This agenda item is for the contract for targeted ultrasound services related to the heart. 

 

Angiology Corporation of America is offering an AngioScreen option, which is a vascular targeted ultrasound screening to promote employee health, preventive care, and early detection of serious medical conditions related to the heart. The AngioScreen program will be offered as one of four available Wellness Screening Program options, allowing employees to select the program that best meets their needs. 

 

Pricing for the AngioScreen is the most affordable option under the Wellness Screening Program. AngioScreen will provide onsite vascular health screenings that are non-invasive and evaluate carotid artery health, circulation through ankle-brachial index testing, blood pressure, BMI, heart rhythm, and screening for abdominal aortic aneurysm. Participants receive immediate results, educational materials, and personal health reports, helping identify potential vascular conditions early and encouraging appropriate follow-up and lifestyle improvements. The screening results are strictly confidential and will not be shared with the City.

 

These services are considered medical services, and all testing results constitute protected health information, exempting the program from competitive procurement under Section 5-173(c)(6) of the City Code.

 

Staff recommend that the City Commission approve the contract with Angiology Corporation Of America and authorize the Risk Manager to execute all related documents.
