Background:

The Sawgrass Water Treatment Plant (WTP), constructed in 2000, consists of the Mechanical/Chemical Building and the Process Building. The Sawgrass Wastewater Treatment Plant (WWTP), constructed in 1985, includes the Operations and Maintenance Building. While these facilities have been routinely maintained, the existing fire alarm systems are now over 20 years old, require frequent service repairs, and were recently recommended for replacement by the Fire Department following inspections. To address these recommendations, improve system reliability, ensure compliance with current fire safety standards, and enhance overall facility safety a Capital Improvement Project was created.

 

On November 14, 2023, the City Commission approved Project Agreement 23-031-HE with Hillers Electrical Engineering, Inc (Hillers). for design, permitting, and bidding services of the Water Treatment Plant Fire Alarm System Upgrades project. The construction documents have been completed and the City of Sunrise, Utilities Department requires a qualified contractor to perform construction services for the project. The scope of work consists of, but is not limited to, the following: the replacement of existing fire alarm systems with addressable fire alarm systems at the City of Sunrise Sawgrass WTP and WWTP. The basic elements of the fire alarm system shall include, but not be limited to, the furnishing and installation of all labor, equipment and material for all work necessary and required for the demolition of existing fire alarm systems, installation and integration of new addressable fire alarm system throughout the facility. This includes but is not limited to all general appurtenances, equipment, conduit, wiring, fiber optics, network devices, electrical systems, fire alarm control panels, fire alarm power supplies, signaling devices, notification appliances, engineering, site investigation, site restoration, construction sequencing requirements, preparation and submittal of shop drawings, integration, coordination with Owner, testing, start-up services, NFPA 72 required documentation and other related work required, but not necessarily defined in other Items, for a complete operable fire alarm system in accordance with 2021 Florida Fire Prevention Code.

 

On November 21, 2025, Bid No. 26-02-10-CM was issued for this project. A mandatory pre-bid meeting with a site visit was conducted on December 3, 2025, with six prospective bidders in attendance. The bid opening took place on December 22, 2025, and two bids were received.

 

Following the evaluation by the Purchasing Office, Utilities Department and Hillers Electrical Engineering, Inc. (Consultant), it is recommended to award the contract to the lowest responsive and responsible bidder, Cosugas, LLC (Cosugas).

 

Cosugas’ bid price is approximately 9% lower than the Engineer’s Opinion of Probable Construction Cost (OPCC), while the second-lowest bidder’s submitted price was 47.46% higher than the OPCC. The Consultant reviewed the bids in detail and determined that the pricing is reasonable under current market conditions. In addition, staff received confirmation of pricing and an extension of the bid validity period from Cosugas, LLC. All references were favorable for Cosugas’ performance on other projects of similar type and scale with other entities. Cosugas, LLC is a vendor located in the City of Sunrise and their prime subcontractor is also located in Sunrise and the subcontractor has successfully performed work for the City.

 

Staff is requesting approval to award to Cosugas, LLC. Following award by the Commission, the Contractor will be required to obtain acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award. The construction contract and associated construction documents are available at the Purchasing Office upon request.

 

A companion agenda item awarding a Project Agreement with Hillers for Construction Management Services. is also being submitted for City Commission consideration at the April 14, 2026, City Commission Meeting.
