Background:

The City of Sunrise requires the services of a qualified firm to provide traffic engineering consultant services. The qualified firm must have understanding of local knowledge of City of Sunrise development review process, must have experience providing municipal traffic engineering consultant services, and knowledge of local Broward County traffic engineering standards.

 

The qualified firm may be requested to provide the following services on an as-needed basis:

  1. Review of site plans for traffic engineering items such as access, internal circulation, sight distance, and parking, as well as attend associated meetings.
  2. Review of special exceptions for associated traffic and transportation related impacts surrounding proposed uses, as well as attend associated meetings.
  3. Review and/or performance of traffic studies associated with new development or redevelopment within the City of Sunrise.
  4. Review of miscellaneous traffic analysis, reports, plans, and/or studies related to Development Applications and/or projects submitted to the City of Sunrise.
  5. Public involvement services, including attendance, participation, and technical support at City Commission and other public or civic meetings on behalf of the City.
  6. Coordinate with the Florida Department of Transportation (FDOT), Broward County, the Broward Metropolitan Planning Organization (MPO), South Florida Regional Transportation Authority (SFRTA) and other agencies on proposals and projects within the City of Sunrise as related to Traffic Engineering.
  7. Investigate, analyze, evaluate and report on various traffic and transportation related matters for the City, including alternative transportation modes.
  8. Review and/or performance of traffic studies associated with the City’s Neighborhood Traffic Calming Program (NTCP) Applications.

 

To address these needs, the City issued RFQ 26-01-11-MS and six responses were received. A staff led selection committee evaluated the responses and ranked the firms based on their qualifications. The committee agreed to establish one continuing services agreement (CSA) based on contract duration and projected needs.

 

Authorization is requested for the Director of Community Development Department to enter into negotiations for a CSA for Traffic Engineering Consultant Services commencing with the number one ranked firm, Traf Tech Engineering, Inc. In the event that a satisfactory CSA cannot be negotiated with the top ranked firm, authorization is requested for the Director of Community Development to negotiate with the number two (2) ranked firm listed on the ranking sheet in the Agenda Item Request. If a satisfactory agreement cannot be negotiated with the number two (2) ranked firm, the Director of Community Development Department is hereby authorized to negotiate with the number three (3) ranked firm. Should this process fail to produce a satisfactory Agreement, then the City, at its discretion, will either select additional firms in order of the ranking in the Agenda Item Request and continue negotiations until the necessary Agreements are negotiated, or will solicit new Requests for Statements of Qualifications.

 

The initial term of the agreement will be for three years, with up to three additional one-year renewal options under the same terms and conditions.

 

Upon successful completion of negotiations, staff will present a continuing services agreement to the City Commission for consideration at a future City Commission Meeting.
