Broward County currently utilizes the P25 systems for countywide communications and requires updated communications equipment in all Sunrise emergency vehicles.  

The IBR900 CradlePoint modem acts as the bridge gateway for the mobile data terminal, enabling the transmission and receipt of emergency incident information from the Broward County Dispatch to all Sunrise emergency vehicles. The modem is hardwired into the apparatus to serve two (2) vital communications in our delivery model.  First and priority is communication with Broward County Dispatch.  The second key communication is with Fire Rescue’s portable EKG Zoll devices. These devices acquire the patients’ EKG in real time, and the data is sent to the local emergency room hospitals for immediate interpretation for life saving measures.  The CradlePoint modem is the hub of these two platforms and critical to functionality on a 24-hour basis in Fire Rescue’s operation. 

The equipment required to support the City of Sunrise and other County municipalities includes the IBR900 CradlePoint modems and ancillary equipment which will be provided by Insight Public Sector, Inc. utilizing the NASPO ValuePoint, State of Minnesota Contract No. 23019 and State of Florida Alternate Contract Source (ACS) No. 43210000-23-NASPO-ACS (as a Participating State) for Computer Equipment, Peripherals, and Related Services. This Contract was competitively solicited and awarded to Panasonic Connect North America and Insight Public Sector, Inc. is an authorized subcontractor/reseller. 

To remain in compliance with Broward County, Commission approval is requested to purchase and install this specialized and required equipment from Insight Public Sector, Inc. utilizing Cooperative Agreement No. 26-18-03-WL.  Insight Public Sector, Inc. has created a customized kit for the City and has priced it as a bundle. This purchase will allow the Fire Rescue Department to outfit approximately 25 units with CradlePoint. 

Because these purchases will be made using an existing governmental contract, the City’s formal bidding procedures are hereby waived pursuant to Section 5-173(c)(4) of the Code of Ordinances of the City of Sunrise, Florida.
