Background:
The Broward Metropolitan Planning Organization (MPO) approved the Broward Complete Streets Master Plan on February 14th, 2019. At the July 9, 2019 City Commission Meeting, the City Commission approved a Resolution of Support for the Oakland Park Boulevard from Hiatus Greenway to University Drive project as included in the Complete Streets Master Plan. At the April 27, 2021 City Commission Meeting, the City Commission approved a Resolution of Support to seek MPO funding for the Oakland Park Boulevard Complete Streets project (City Resolution No. 19-107-21-A). The Oakland Park Boulevard Complete Streets project is identified as a high-ranking project in the Complete Streets Master Plan’s list of recommendations. When presented to the City Commission, the project consisted of two portions. One part was a multi-use path along West Oakland Park Boulevard, and the second part was a greenway along the Middle River (C-13). Since the City had subsequently secured funding for the multi-use path along West Oakland Park Boulevard as a part of Broward County’s Mobility Advancement Program (MAP), formerly known as Surtax, the MPO removed this portion of the project from the Complete Streets Master Plan project.
The remaining portion of the Complete Streets project includes a proposed multi-use greenway along the C-13 (Middle River) Canal. Proposed improvements include a 10-foot multi-use path, mid-block crossings, which are all designed to enhance multimodal mobility, safety, connectivity to green spaces, and long-term resiliency. The proposed greenway will ultimately connect the Hiatus Greenway to University Drive, creating a regional east/west trail spine.
On July 10, 2025, the MPO conducted an initial public information meeting at the Nob Hill Soccer Complex regarding the proposed C-13 Greenway project. Roll plots, a single initial concept, and project scope information were unveiled. Subsequently, on October 22, 2025, there was a second public alignment workshop, with participation from Utilities Engineering staff, Sunrise Police Department, Broward MPO, and MPO’s conceptual design consultant. During this meeting, three alignment alternatives were formally presented to the public using roll-plot boards and exhibits, and public input was gathered.
On February 24, 2026, Broward MPO, and MPO’s design consultant provided a presentation to the City Commission including the conceptual design with three alignment alternatives for the location of the proposed multi-use path between hiatus Road and University Drive:
- Alternative 1 - Entirely South Alignment - Continuous trail located on the south side of the C-13 Canal.
- Alternative 2 - South Alignment, Switching to North Alignment at Pine Island Road - Trail is located on the south side of the C-13 Canal between Hiatus Road and Pine Island Road, and then transitions to the north side of the C-13 Canal between Pine Island Road and University Drive.
- Alternative 3 - Entirely North Alignment - Continuous trail located on the north side of the C-13 Canal for the entire corridor.
Based on the feedback received, Alternative 2 was selected as the desirable option based on public outreach and feedback.
In order for the MPO to establish funding eligibility and program this project, a Resolution of Support is required by City Commission, endorsing the recommendation of the C-13 Greenway Conceptual Plans for Alternative 2 and supporting the Broward Metropolitan Planning Organization's efforts to prepare the recommended capital improvements for Federal funding.
