Background:
The Leisure Services Department requires services for the furnishing, installation, maintenance, and repair of Flexi®-Pave surfaces in various City parks, including Oak Hammock, Cypress Preserve, and Welleby Park.
The City utilizes Flexi®-Pave, which is a porous pavement, on trails, pathways, and other areas because it is slip-resistant and provides excellent traction for park visitors, is non-toxic and safe to use near soil or bodies of water. Flexi®-Pave is not as solid as concrete so it does need maintenance and repairs, especially in high traffic areas. For the FY 2026 Budget, the Leisure Services Department received additional funds to repair some of the high traffic areas of Oak Hammock Park and Cypress Preserve Park, which is in addition to regular maintenance to install new material, remove, repair or replace damaged or worn areas necessary to maintain the Flexi®-Pave pathways in good condition throughout our park system.
K.B. Industries, Inc. (KBI) is the manufacturer and distributor of Flexi®-Pave technology. KBI installed the City's existing Flexi®-Pave and has provided the City with their products and services for several years. Because Flexi®-Pave is a proprietary product and the flagship product of KBI, they are the Sole Source provider. Staff anticipates an estimated expense of $130,000.00 for this fiscal year to complete all necessary work required to bring City parks pathways up to standards.
Staff is requesting authorization from the City Commission to purchase Flexi®-Pave Product, Maintenance & Repair Services for City Parks from K.B. Industries, Inc. as the Sole Source provider, on as-needed basis.
Pursuant to Section 5-173(c)(3) of the Code of the City of Sunrise, it is requested that the City Commission waive the City’s formal bidding requirement for the purchase of Flexi®-Pave Product, Maintenance & Repair Services from K.B. Industries, Inc. as the sole source provider for (a) budgeted purchases in the current fiscal year and (b) for future purchases for three (3) years from the effective date of this Resolution, that do not exceed budgeted funds.
