Background:
The City of Sunrise owns numerous air conditioning systems at its facilities, which require scheduled preventative maintenance as well as repairs and replacements on an as-needed basis. To ensure that maintenance and repairs are conducted promptly the City requires a qualified and authorized air conditioning contractor to perform these services. The City also requires a contractor to install new units as-needed.
The City issued Bid No. 26-33-01-WL and electronically posted it on Demandstar, which was broadcasted to vendors registered under corresponding commodity codes and opened on February 20, 2026, and four responses were received.
The Utilities Department, Facilities Division and the Purchasing Office recommend awarding this contract to the lowest responsive and responsible bidder, O.C.O. Partnership Inc. d/b/a Southeast Mechanical Service of West Park, Florida. This is the vendor currently providing these services for the City and their performance continues to be satisfactory. The pricing provided under this bid represents an increase of approximately 6% overall, and more specifically 7% for Air Conditioning Repair hourly rate and 15% for Air Conditioning Automation Systems Repair hourly rate. The hourly rates proposed by Southeast Mechanical are 28% and 7% lower than the second lowest bid for the hourly rates respectively. All other line item prices remain the same as what the City has historically paid for under the existing contract.
