Background:
The original tile roofs at the Bridges of Springtree Golf Club were constructed in 2004 and have required extensive repairs, and significant interior water leaks continue to be a problem after heavy rain events. The roofs were rated "F" during a recent inspection by the City's roofing contractor. This is the lowest rating, and replacement was recommended for 2023. Replacement funds were included in the City’s Adopted Budget to replace the roofs at the Clubhouse, Cart Barn, and Bag Drop Gazebo and upgrade tile to metal roofs.
The roof replacement work is underway, and the Clubhouse Roof and Bag Drop Gazebo Roof have been completed. During the roof replacement at the Cart Barn, the roofing contractor exposed the plywood sheeting, at which time extensive damage to the roof sheeting and roof trusses were discovered which required additional analysis by a design professional. Upon review by two of the City’s consultants, it was determined that the entre roof assembly and trusses are required to be replaced. The metal roof installation at the Cart Barn is currently on hold.
On September 23, 2025, the City Commission approved Project Agreement No. PA-25-019-WZ with Walters Zackria Associates, PLLC., to provide design and permitting services to replace the roof of the existing Cart Barn.
The City of Sunrise, Utilities Department requires a qualified contractor to perform construction services for the Springtree Golf Club - Cart Barn Roof Replacement Project. The work for this project consists of, but is not limited to, demolition of the existing roof and trusses, installation of new trusses on the existing concrete masonry unit walls, new gypsum board ceiling with insulation, new gutters and downspouts, new restroom exhaust duct and fans, new ceiling light fixtures, and reinstallation of the existing fire alarm devices.
On January 28, 2026, Bid No. 26-38-01-VH was issued for the aforementioned project. A mandatory pre-bid meeting with a site visit was conducted on February 4, 2026, with thirty-one prospective bidders in attendance. The bid opening took place on March 4, 2026, and twelve bids were received.
Headway Construction LLC was deemed non-responsive as they confirmed they could not provide proof of or ability to obtain Worker's Compensation Insurance as required in the bid documents. Following the evaluation by the Purchasing Office and Utilities Department, it is recommended to award the contract to the lowest responsive and responsible bidder, Gemstone Builders LLC. Gemstone Builders LLC's bid price is approximately 14% lower than the Engineer’s Opinion of Probable Construction Cost (OPCC). Gemstone Builder's LLC provided confirmation of bid price as part of the evaluation process.
All references were favorable for Gemstone Builders LLC's performance on other projects of similar type and scale with other entities. Gemstone Builders LLC previously provided services to the City and performed satisfactorily. Staff is requesting approval to award to Gemstone Builders LLC, contingent on receipt of an acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award.
The City received a response from a City of Sunrise vendor that could provide this service, but their bid was not the lowest.
