Background:
On May 26, 2015, the City Commission approved a Project Agreement between the City of Sunrise and Kimley-Horn & Associates, Inc. (KHA) for professional engineering services related to the Welleby Park Expansion Project. The scope of services included design, bidding assistance, and construction management. Since execution of the original agreement in 2015, several amendments have been approved to address scope modifications and time extensions associated with the project’s construction schedule.
On February 8, 2018, the City Manager approved Amendment No. 3 to the Project Agreement for KHA to include additional scope for a new security system at Welleby Park within the Standard Project Agreement that included design, bidding assistance, and construction management services. The security improvements provisional conduits were installed by the original contractor, and the security equipment (wiring, cameras, poles) were intended to occur following completion of the original park expansion work and reopening of the park. However, due to delays resulting from the takeover of the original contractor completing the park, the security improvements were significantly delayed. To complete the security system improvements at Welleby Park, the scope was incorporated into the current Parks Security Improvements Project, which includes five other parks.
On January 3, 2025, the City entered into Contract No. C24-73-06-MS with MBR Construction for the Parks Security Improvements Project. The project includes installation of security cameras, emergency phones, and related equipment at multiple parks, including Welleby Park. The Welleby Park portion of the project is now nearly 90% complete, and KHA is currently providing construction management services.
This Twelfth Amendment to the Standard Project Agreement will extend the term of the agreement through October 25, 2026, to allow for final completion and closeout of the project. No additional compensation is requested.
Staff recommends approval of the Twelfth Amendment to the Standard Project Agreement with KHA, extending the term of the Project Agreement through October 25, 2026.
