Background:

On May 12, 2020, the City Commission approved a Project Agreement with Kimley-Horn and Associates, Inc. (Kimley-Horn) for design and construction management services related to the Municipal Campus Landscaping and Parking Lot Expansion Project. The Project includes parking expansion at the Senior Center and Civic Center. The project was divided into two phases, with the Senior Center Parking Lot Expansion being the first phase and the Civic Center Parking Lot Expansion in the second phase. The design for the Senior Center parking lot expansion portion of the project has been completed.

 

The City of Sunrise Utilities Department requires a qualified contractor to perform construction services for Municipal Campus Parking Lot Expansion project. The project includes the furnishing of all labor, equipment, materials, and performing all operations to demolish certain existing elements and to construct all proposed Senior Center Parking Expansion improvements for the City. The project includes drainage improvements; new parking lot and sidewalks; public art display area; lighting improvements; and landscape and irrigation improvements.

 

On December 22, 2025, Bid No. 26-29-12-MS was issued for the project. A mandatory pre-bid meeting with a site visit was conducted on January 8, 2025, with sixteen prospective bidders in attendance. The bid opening took place on January 30, 2025, and nine bids were received.

 

Following the evaluation by the Purchasing Office, Utilities Department, and Kimley-Horn, it is recommended to award the contract to the lowest responsive and responsible bidder, SoCal Shaker Plates & Construction Site Services, LLC DBA National General Construction (NGC). Since NGC’s bid price is approximately 19% lower than the Engineer’s Opinion of Probable Construction Cost (OPCC), staff scheduled an in-person meeting with NGC to discuss their bid. At the meeting NGC confirmed their pricing and their ability to complete the project as bid.

 

All references were favorable for National General Construction 's performance on other projects of similar type and scale with other entities. Staff is requesting approval to award to SoCal Shaker Plates & Construction Site Services, LLC DBA National General Construction contingent on receipt of an acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award.

 

The City received a response from a City of Sunrise vendor that could provide this service; however, their bid was not the lowest.
