The Leisure Services and Utilities Departments are responsible for maintaining the parks and grounds landscaping in areas owned by the City. This includes controlling invasive vegetation, plants malnutrition, maintaining trees/foliage health, managing pest control among other tasks. They require the use of a variety of products while maintaining a balance to protect and preserve the eco-system.

Herbicides applied in the City of Sunrise are approved and regulated by the Environmental Protection Agency (EPA) under the Federal Insecticide, Rodenticide, and Fungicide Act. The Florida Pesticide Law regulates the distribution, sale, and use of pesticides in Florida and protects people and Florida’s unique eco-system and environment from any potential adverse effects of pesticides.

After competitive procurement, OMNIA Partners, Public Sector, under the City of Rochester Hills, MI, lead agency, awarded Contract No. RH-23-037, to Harrell’s, LLC for the purchase of Groundskeeping Materials – Fertilizer, Pesticide, Herbicide, Grass Seed, Related Items and Services.

Harrell’s, LLC provides a comprehensive array of product offerings including granular, soluble, and controlled-release fertilizers as well as plant protectants including, but not limited to fungicides, herbicides, pesticides, insecticides, grass seeds. Harrell’s also promotes an integrated plant-health approach designed to protect people and the environment from the adverse effects of pesticides. In addition, they provide technical services, customer support, free delivery, and competitive pricing compared to other governmental contracts and/or retail suppliers.

The City has previously utilized Harrell’s through other methods of procurement, and has been satisfied with the quality and variety of its products, the availability of inventory, and prompt delivery. This Agreement will allow Staff to have access to a wider variety of products such as grounds keeping materials, pesticides, fungicides, grass seed and other related items. Harrell’s has large in-stock options available allowing for faster delivery, as they have a South Florida location. Based upon price comparisons, prices are deemed fair and reasonable. 

Staff requests that the City Commission approves “Cooperative Agreement No. 26-02-11-MM between the City of Sunrise and Harrell’s, LLC” for the purchase of Groundskeeping Materials – Fertilizer, Pesticide, Herbicide, Grass Seed, Related Items and Services utilizing OMNIA Partners, Public Sector, Contract No.  RH-23-037.

Because this purchase will be made using an existing governmental contract, Staff asks that the City’s formal bidding procedures are waived pursuant to Section 5-173(c)(4) of the Code of the City of Sunrise, Florida.
