Background:

The City Commission approved Project Agreement No. 22-010-CE with Carollo Engineers, Inc. (Carollo) for the Springtree Water Treatment Plant (WTP) Filter Rehabilitation Design, Permitting, and Bidding Services project on May 24, 2022. This project consists of the rehabilitation of the multimedia filters to ensure their continued long-term use. In addition to the filter system rehabilitation, there are other related ancillary features that will be replaced to renovate aging assets and improve the facility’s reliability to continue to produce potable drinking water.

 

As the design of this project was being finalized and construction documents were being prepared to advertise for bid, staff recommended that it is in the best interest of operations at the treatment plant to adjust the schedule for the Filter Rehabilitation project such that, its construction begins after the Springtree WTP Improvements Phase 1 is completed. The Springtree WTP Improvements Phase 1 project introduces nanofiltration treatment technology and phasing the Filter Rehabilitation will help maintain consistent water quality conditions for accurate pre- and post-nanofiltration membrane evaluation. To account for this coordination, on October 8, 2024, the City Commission approved the First Amendment to Project Agreement extending the Project Agreement through October 1, 2025.

 

On September 23, 2025, the City Commission approved the Second Amendment to the Project Agreement extending the Project Agreement through March 30, 2026, to allow the Consultant to complete the full scope of work. Carollo has completed the design documents and the project was advertised for solicitation on December 15, 2025, however the bids received exceeded the available budgeted funds. Staff is recommending to make modifications to the bid documents and re-bid the project. Additional time is necessary for the Consultant to assist the Utilities Department during the bidding process. The Consultant is not requesting any additional compensation as part of this amendment.

 

Staff recommends approval of the Third Amendment to the Project Agreement with Carollo Engineers, Inc., extending the term of the Project Agreement through March 30, 2027.
