Background:
Florida Statutes section 218.32 requires local governmental entities deemed to be a reporting entity as defined by generally accepted accounting principles (GAAP) to provide annual financial reports to the State. The Annual Comprehensive Financial Report (ACFR) is the nationwide standard for local government accounting. Additionally, in accordance with professional auditing standards, included is The Auditor's Communication to Those Charged with Governance, which requires the auditor to communicate specific disclosures to those persons responsible for strategic direction of the entity.
