Background:
The Sawgrass and Springtree Wastewater Treatment Plants are equipped with polystage scrubber systems used for air quality control. The City of Sunrise, Utilities Department requires services for maintenance, inspection, and repairs. On March 22, 2016, via Resolution No. 16-49, the City of Sunrise entered into a five-year contract, with the option of five one-year renewals, with Evoqua Water Technologies LLC (Evoqua) as the Sole Source provider for the aforementioned services. The contract has no more renewals and must be replaced for continuity of service.
The proposed five-year Standard Contract C-26-09-01-HR represents a 2.1% decrease in the monthly cost of services and includes five optional one-year extensions. The services to the City include weekly maintenance, inspection, and repair services for odor control scrubber systems at the City’s Sawgrass and Springtree wastewater treatment facilities. Evoqua will ensure the systems operate properly to remove hydrogen sulfide and other odor-causing compounds from the air stream. Services include routine inspections, testing, chemical monitoring, and preventative maintenance. The Contract also includes response to odor complaints and equipment issues within specified timeframes.
Pursuant to Section 5-173(c)(3) of the Code of the City of Sunrise, it is requested that the City Commission waive the City’s formal bidding requirement for the purchase of polystage scrubber replacement parts, maintenance and services for air quality control on an as-needed basis for (a) budgeted purchases in the current fiscal year and (b) for future purchases of polystage scrubber replacement parts, maintenance and services for air quality control that do not exceed budgeted funds for the contract term and optional renewals.
