Background:

On September 23rd, 2013, City Commission approved a Regional Interlocal Agreement (RILA) between the City of Sunrise and Broward County to provide for Cooperative Participation In A Regional Public Safety Intranet (RPSI) via Resolution No. 13-142. This RILA supports closest unit response in life threatening emergencies, providing installation of necessary equipment while keeping maintenance of said equipment under City responsibilities. On September 23rd, 2013, City Commission also approved an Agreement for Participation in the Consolidated Regional E-911 Communications System via Resolution No. 13-143.

 

Various City Departments utilize two-way radios and require periodic maintenance and repair services to ensure continuity of operations. The City currently has a contract in place for some services; however, many of the services in the contract no longer pertain to the City and there are additional services needed that the contract does not cover. In addition, the Broward County Regional Communications and Technology Division is able to provide the required services with competitive pricing and for a quicker turnaround time. The use of radios and ancillary equipment is vital for Citywide personnel communications, especially for first responders; therefore, we have been successfully been using the Broward County Regional Communications and Technology Division services under the Procurement Manager's authority.

 

Due to the acquisition of new equipment, the implementation of the new Fire Rescue Station Alert system, and the increasing number of radios no longer under warranty, the demand for ongoing maintenance and repairs has increased. Staff is seeking approval to purchase these required Radio Maintenance and Repair Services from Broward County Regional Communications and Technology Division on an as-needed basis, in an amount not to exceed fiscal year 2025/2026 budgeted funds and subsequent years' subject to budget approval. 

 

Because the service is provided by another governmental agency, pursuant to Section 5-173(6) the City's bidding procedure is hereby waived.
