Background:
City Staff is proposing an amendment to the Leisure Services Department fee schedule to consolidate and update fees, add new fees, and modernize fee descriptions. Leisure Services Fees were partially consolidated in 2019 with Ordinance No. 782-X-19-A, however additional consolidation is required at this time. This update will also streamline the review and revision process going forward since we will now only have one schedule of fees. In addition to consolidating fees into one document, we are also updating some fees and clarifying fees where needed. In some instances, we are changing fees to reflect "Prevailing Rate" in an effort to recover the full cost associated with the fee such as Team Uniform Sponsorships and the Memorial Tree Program, where the associated cost of the product or service fluctuates depending on selections and could increase over time.
There are several new fees that are being proposed with this amendment to include:
- Allowing for additional family members as part of the Annual Family Membership
- Lifeguard certification course to establish a pipeline to enhance recruitment
- Adult recreation sports to allow for a wider variety of adult programming
- Special Vendor fee for Village Art Plaza events to encourage additional vendor participation
There are very few fee changes that could impact City residents as most of the fee amendments are related to non-residents. Below are examples of changes to existing fees that may impact City residents in certain situations. Pavilion and Meeting Room fees have also been streamlined into categories based upon capacity, with a new fee added for medium sized facilities such as New River Civic Center Meeting Room. We have also included grills and ice as part of the pavilion rental fee, when available, as an enhancement to the fee. We are proposing to eliminate the nominal fees that we were previously charging for some of our youth-themed events such as Winter Wonderland, Easter Egg Hunt, and Fall Festival. The increase in refundable Security Deposits as shown above is necessary as we are experiencing an increasing number of renters not following rental rules for a variety of reasons, including failure to depart at the agreed upon time and failure to clean the facility as required by the agreement.
City Staff is also requesting authority for the Director of Leisure Services to:
- Implement various programs, classes, or shows with a participant fee not to exceed $50.00 per session/ticket.
- Implement adult sports programs at a cost not to exceed, $50.00 for an individual or $500.00 for a team per season.
- Establish an activity fee assistance program to assist families experiencing hardship.
- Establish procedures for the Memorial Tree Program.
- Establish and amend concession fees.
- Continue the practice of waiving rental fees for meetings among government entities; for meetings among representatives or employees of government entities; for meetings of state, regional, or national organizations which promote the exchange of ideas between, or the professional development of, government officials or employees, and whose membership is primarily composed of elected or appointed public officials or public employees; for trainings of Sunrise employees; and for certain activities by civic organizations.
In order to effectuate this fee consolidation and update proposal, it is necessary to repeal an ordinance and several fee resolutions related to the Leisure Services Department as follows: Ordinance No. 697-X and Resolutions 01-93, 02-17, 02-70, 02-186, 03-28, 03-93, 03-109, 03-109-18-B, 03-124, 03-148, 08-169, 10-15, 75-59, 79-95, 85-95, 87-229 and 77-122.
It is requested that the City Commission approve this Ordinance to amend the Leisure Services fee schedule, effective immediately or as soon as practicable for current or advertised programs.
