Background:

The City requires the services of a qualified contractor to provide Rust Inhibitor System Maintenance and product for multiple City locations. This maintenance service was previously awarded under the Procurement Manager’s authority for an amount not to exceed $24,999.99.

 

Since the initial award, the addition of new locations, expanded landscaping, and a significant increase in well-water–related staining issues, specifically at Veterans Park where service is required twice a month, increases in expenses have occurred. Staff requested approval for expenditures exceeding the Procurement’s Manager’s authority, and the City Commission granted the approval through Resolution 25-148.

 

The services will be provided at the following locations:

 

  • Flamingo Linear Park
  • City Park
  • Cypress Preserve
  • Oak Hammock
  • Veterans Park
  • NW 94th Avenue south of Commercial Blvd (Median)
  • Public Works Facility

 

Staff advertised a bid on DemandStar for these services and it resulted in the receipt of one bid. The specifications were subsequently modified and updated in an effort to create better understanding of the services to be provided and to request the pricing as a monthly flat rate. The bid was re-advertised as Bid No. 26-43-01-MM for Rust Inhibitor System Maintenance for Various City Locations (REBID), and staff conducted additional outreach to potential vendors to increase interest; however, there are limited vendors willing to do this work because it requires the vendor to personally visit each specific location in person at least once each month. In addition to delivery of hundreds of gallons of rust inhibitor chemical, WIRX is also required to perform the following functions on a monthly basis:

 

  • Inspection and maintenance of equipment including system components, pumps, tanks, hoses, etc.
  • Repair of the system as needed, including parts, incidentals and labor
  • Cleaning and removal of any rust stains caused by mechanical malfunctions or by rust inhibitor chemical's concentration failure
  • Removal of rust stains, as needed, throughout the park and other locations, including but not limited to building walls, pavilions, fences, concrete columns, light poles, art sculptures, playground equipment, concrete curbs, sidewalks, and other park structures as identified by the City.

 

Upon the bid opening, only one response was received, submitted by WIRX, Inc. (WIRX). Staff has used WIRX previously and has been satisfied with the services provided. 

 

In accordance with City Code 5-173(d), if fewer than two (2) responsive bids or proposals for commodities or contractual services purchases are received, the department may negotiate on the best terms and conditions, Staff requested a price reduction, but WIRX could not offer any at this time due to significant increases in the costs of chemical products, labor, and insurance.

 

Following evaluation by the Purchasing Office, Leisure Services and Utilities - Public Works Departments, it is recommended to award the bid to the lowest responsive and responsible bidder WIRX, Inc. The vendor is the current service provider and has demonstrated satisfactory performance and responsiveness to City’s requests and service needs. The total Bid offer is within the estimated budget for the services for FY 2026.

 

The proposed award initial period is three years, commencing on the date of award. In addition, the City reserves the right to renew the contract for two additional one-year periods. The cost of all services will remain firm for the initial period. Costs for subsequent years and any extension term years shall be subject to adjustment only if increases occur in the industry. Such increases shall not exceed 3% per year or, the latest yearly percentage increase in the All Urban Consumers Price Index (CPI-U) (National) as published by the Bureau of Labor Statistics, U.S. Department of Labor whichever is less.

 

No responses to bid were received by City of Sunrise Vendors.
