Background:

The City currently has approximately 60 secured access points at the newly constructed City Hall, as well as controlled entry at the Utilities Water and Wastewater Plant facilities, Public Works Division, Gas Division, and Utilities Administration Building. City staff continue to proactively assess and identify critical infrastructure across the City that require enhanced security measures. Access control at these locations is centrally managed and remotely monitored, providing the capability to detect, respond to, and prevent unauthorized access in real time. The City also requires comprehensive intrusion detection monitoring services to further safeguard these facilities.

 

After competitive procurement, conducted through Sourcewell, a Minnesota-based service cooperative, Johnson Controls Fire Protection LP (Johnson Controls), and its affiliates, was awarded Contract No. 121024-JHN for facility security systems, equipment, software, and related services.

 

The City currently utilizes Johnson Controls equipment across multiple facilities, and several existing units remain under active warranty with the vendor. The items to be procured under this Agreement would be fully compatible with the City’s existing systems and infrastructure and would include, but are not limited to, intrusion detection systems, programming software, access control cards, related accessories, as well as installation, maintenance, and repair services on an as-needed basis. The Sourcewell contract provides a comprehensive and detailed pricing structure, enabling the City to efficiently acquire necessary equipment and services in a cost-effective manner. Utilizing this cooperative contract also streamlines procurement by eliminating the need for a separate solicitation process, thereby saving both time and administrative costs.

 

Since these purchases will be made through an existing competitively awarded government contract, the City’s formal bidding procedures are waived in accordance with Section 5-173(c)(4) of the Code of the City of Sunrise, Florida.
