Background:
On January 23, 2018 City Commission approved Project Agreement 18-003-BC and Resolution 10-91-18A with Brown and Caldwell (Corporation) for the design, permitting and bidding services for the Sawgrass Wastewater Treatment Plant (WWTP) Train A Secondary Treatment Improvements.
This design includes extensive demolition, modification, upgrading, replacement work as well as sequencing activities of several subcontractors with required monitoring, control and testing procedures as well as multiple disciplines of engineering professionals working on the various components of this Secondary Activated Sludge Wastewater Treatment process. The work involves combining surge tank units with aeration basins, replacing dosing and seed pumps, replacement of the blower building and all mechanical and operational controls and electrical service, new air piping, fittings, and diffusers in these aeration basins, and modifications in sludge holding tanks. With the need to keep Train A operational during the construction, there will be many construction phases. The project also includes a new bridge crane for setting and removing the heavy blower equipment for maintenance and future replacements. The project also includes demolition and disposal of a sodium hypochlorite storage building. Due to the complexity and critical importance to maintain operation of Train A during construction period, a full-time construction inspector is necessary for the this project
At this time, the contract documents have been completed and the project is ready to proceed to bidding. The Utilities Department developed Project Agreement 21-006-BC with Brown and Caldwell (Corporation), one of the City's water and wastewater design consultants, for bidding and construction contract administration services. Bidding services were included within Project Agreement 18-003-BC; however, bidding has not occurred due to additional necessary plan reviews, which extended the overall time for project delivery and the Project Agreement has expired. Therefore, bidding services will be included in this Project Agreement and will not be paid under the expired Project Agreement. The Utilities Department staff has reviewed the fees proposed for this scope of work and find them fair and reasonable for the scope of work involved.
This project is included in the City's 5-year Capital Improvement Program, and it is adequately funded within the current fiscal year budget. This work is included as item 26, in Exhibit 1 of the RFQ No. (20)03-05-VH for continuing engineering services for water and wastewater projects.
