| Background:
The City requires the services of a Contractor to provide SCADA Services. The City’s SCADA system is an integrated network of process control computers, communication systems (including analog and digital radio interfaces and fiber optic networks), and human/machine interfaces that allows the Utilities Department to monitor and control the City’s extensive water treatment and distribution system, and wastewater treatment and collection system over our 70 square-mile service area. Many of the more than 223 subsystems control remote unattended stations that rely on the SCADA system for automated control.
RFP No. 18-07-06-HR was opened on October 3, 2018, and one response was received. The sole response to the RFP was from the City's current vendor, Revere Control Systems, Inc. and they have performed favorably for the City of Sunrise since receiving the prior contract in 2012. The new contract pricing is 8% higher than the current contract; however, it is consistent with their contract with a neighboring city. The mark-up on materials and equipment has remained flat with the new contract. The Purchasing Office staff and Utilities staff recommend that a contract be awarded to Revere Control Systems, Inc. of Birmingham, Alabama given their history and success with the City.
This solicitation was posted on DemandStar and 249 vendors were directly notified of the RFP. Fourteen firms downloaded the documents. The last time this RFP was solicited in 2012, the City received one proposal from the incumbent, Revere Control Systems. The City performed outreach to potential vendors and found the major competitor was undergoing a reorganization at the time the proposals were due. |
