Background:
During the 2018 rainy season, Sunrise Lakes Drive experienced continuous ponding around the driveway entrance to the residential building located at 7891 Sunrise Lakes Drive North. After further investigation, staff identified a damaged drainage culvert that affected the drainage flow in the area. Since the discovery of the damaged culvert, staff has been working diligently to design the most efficient and economical solution to repair the culvert and achieve positive stormwater flow.
In order to perform the required drainage improvement, the City of Sunrise requires a qualified contractor. The major scope of work for this project includes, but is not limited to, replacing the existing damaged culvert, installation of a new drainage structure, and providing a positive outfall connection. Ancillary work for the project includes removing and reinstalling existing fencing, regrading swales, palm tree relocation, and general site work restoration.
The Purchasing Office advertised bid no. 19-19-01-VH. A pre-bid meeting with a mandatory site visit was held and eight (8) prospective bidders attended. The City received six (6) bids for this project. The Utilities Department and Purchasing Office staff have reviewed the responses and recommend award to the lowest responsive and responsible bidder, L.C.C.I. Construction L.L.C. The contractor's bid is approximately 11% above the staff prepared opinion of probable construction cost; however, due to the dollar value of this project, prices are determined to be fair and reasonable.
Three references from other governmental agencies were obtained and were favorable for L.C.C.I. Construction L.L.C.'s performance on other projects of a similar type and scale.
The Utilities Engineering Section’s staff designed and permitted the contract documents, and will be providing the construction management services for this project.
No Sunrise vendors were solicited because there are no vendors listed in the Business Tax License directory that can perform this type of work.
