Background:
The City requires a qualified firm to collect solid waste and recyclable materials generated by the City. The City issued RFP 16-02-01-AP on February 17, 2016 and three (3) responses were received on April 6, 2016. Staff evaluated the responses and authorization is required for the City Manager to negotiate a contract with the highest ranked firm, Waste Pro USA of Pembroke Pines, Florida, Inc. In the event that a successful franchise agreement cannot be negotiated with the highest ranked firm, the City Manager, or designee, is hereby authorized to negotiate with the next highest ranked firm. If a successful franchise agreement cannot be negotiated with the next highest ranked firm, the City Manager, or designee, is hereby authorized to negotiate with the next highest ranked firm. Should this process fail to produce a satisfactory franchise agreement, then the City, at its discretion, may issue a new Request for Proposals.
Responses to the RFP were received from three of the largest solid waste companies operating in Florida: Republic Services, Waste Management and Waste Pro. In the evaluation of the proposals, the three-person selection committee considered a number of factors including organizational structure, staffing and subcontractors, experience, litigation history, implementation plan, financial ability to meet contractual obligations, company resources, references, and additional benefits offered to the City. All three members of the selection committee independently scored Waste Pro highest overall. In addition, Waste Pro proposed the lowest annual contract cost to the City.
Waste Pro notes that it is the fastest growing solid waste and recycling collection company in the Southeastern United States, and that it has successfully transitioned collection services for 12 local governments in South Florida: Miramar, West Park, North Lauderdale, Pembroke Pines, Coral Springs, Sweetwater, North Miami, Hillsboro Beach, Lauderdale-by-the-Sea, Unincorporated Broward County, Biscayne Park, and portions of Palm Beach County. Waste Pro has proposed to purchase brand new 2016 CNG trucks to service this contract and to offer an enhanced recycling rewards program for Sunrise residents. In addition, Waste Pro has offered the following additional benefits to Sunrise at no additional cost: Two household hazardous waste collection events annually; an annual $12,000 contribution for City cultural, educational and social services activities and events; an annual $12,000 commitment for college scholarships for Sunrise graduating high school students (four scholarships at $3,000 each); the "Waste Pro-Tection" community awareness partnership with local law enforcement to report unusual or suspicious activity; and installation of a GPS camera system in all collection vehicles to provide video monitoring inside the cab as well as on each side of the vehicle.
There are no vendors that supply solid waste services within the City of Sunrise based on the listing of vendors in the Business License Tax directory; therefore, none were solicited.
