Background:
Pursuant to section 163.3184(11), Florida Statutes, the City Commission must hold a duly advertised public hearing prior to considering adoption of a proposed amendment to the Sunrise Comprehensive Plan.
The proposed local amendment to the Future Land Use Map (FLUM) of the Sunrise Comprehensive Plan intends to change the adopted future land use designation from Office Park (OP), Community Facilities (CF) and Low-Medium (10 du/acre) Residential to Medium High (25) Residential for a 6.2+/- acre parcel of land. The subject site is currently developed as the Shamrock Extended Stay Hotel. The site plan for the existing five-building, 119-unit extended stay hotel was approved by City Commission on November 11, 2001. The applicant is proposing to convert the hotel use to rental apartments and has purchased the neighboring community facilities property to the north to provide sufficient space for the required parking to meet the Land Development Code requirements of the proposed residential use. The subject parcel is generally located west of N Pine Island Road, south of NW 41st Street.
Following City Commission approval of first reading this Ordinance on May 26, 2015, the city transmitted the proposed FLUM Amendment to the Broward County Planning Council and requested Broward County amend its land use plan. The Broward County Planning Council considered the proposed small scale land use plan amendment at its October 22, 2015 and December 17, 2015 public hearings. On December 4, 2015, Broward County Planning Council staff determined that the City’s affordable housing strategy meets the requirements of the Broward County Land Use Plan Policy 1.07.07. In addition, the applicant has committed to providing a voluntary contribution of $500 per unit towards the City’s affordable housing programs.
The Planning Council recommended approval to the Broward County Board of County Commissioners at the December 17, 2015 public hearing. The Broward County Commission adopted the land use plan amendment and amended the Broward County land use map on January 26, 2016. Following approval by the City of Sunrise, the proposed amendment will be transmitted to the State Department of Economic Opportunity (DEO) and will become effective upon recertification of the City's Land Use Plan by Broward County Planning Council and no sooner than 31 days after adoption.
In addition to the subject LUPA application, this project will also require the following City Commission approvals:
1. Rezoning
2. Replat and/or Plat Note Amendment (City and County)
3. Revised Site Plan Approval for Shamrock Inn and Sunrise Jewish Center
4. Variance approval for landscape buffer and covered parking
