Background:
The City's Sawgrass Water and Wastewater Treatment Plant has three municipal effluent disposal wells for discharging treated wastewater and an industrial injection well for discharging concentrate from the water treatment plant to a level approximately 3,000 feet below land surface. These wells are permitted for operation by the Florida Department of Environmental Protection in accordance with Chapter 62-528 of the Florida Administrative Code, which requires routine operational data and reporting in order to continue with a permit for discharging these waste streams on a five (5) years recurring interval.
The Utilities Department prepared Project Agreement 16-012-HS with Hazen and Sawyer, P.C., one of the City's water and wastewater design consultants for professional services to evaluate these operations and provide all necessary reporting and as required to renew the operating permit for this facility.
Hazen and Sawyer prepared the last renewal for this facility and is familiar with the characteristics and operating criteria, and is prepared to complete these services on behalf of the City prior to the deadlines. The water concentrate injection well permit expires on January 26, 2017 and the wastewater effluent disposal well operating permits expire on July 9, 2017. This is a routine operational expense for which adequate funding exists in the current budget.
