Background:
In accordance with the South Florida Water Management District (SFWMD) Consumptive Use Permit, the City of Sunrise requires the installation of two (2) monitoring wells in the vicinity of the Arena Wellfield within Water Conservation Area 2B. These wells could not be installed until the SFWMD completed specific toe-slope support improvements on their levees, which has now been completed.
The City received one (1) response and staff recommends award to Gemstone Builders LLC of Lauderhill, Florida, the single responsive and responsible bidder. All references were favorable for Gemstone Builders LLC's performance on other projects of a similar type and scale. The Purchasing Division advertised the above referenced project and held two mandatory pre-bid meetings and site visits hoping to get the interest of several firms. At the close of the procurement period, only Gemstone Builders, LLC submitted a bid to provide the service included in the drawings and specifications prepared for the project. City Staff met with Gemstone Builders LLC to attempt to renegotiate the submitted bid for the project, which is customary when we receive only one bid. Gemstone Builders LLC indicated there are some amounts that could be saved based on the conditions encountered at the site. They indicated willingness to adjust their pricing if the City assumed some of the risk of the project. Staff recommends that the City move forward with the project as bid.
The City received only one bid because this project is small in size and scope, and the specialty work did not attract many bidders. Drilling the two required monitoring wells requires an off road (amphibious) drilling rig not readily available in the market place. Location of the project (approximately 100-feet from L-35 levee, in the South Florida Wild Life Management Area) presents certain logistical challenges, and permitting for the project requires the bidder to have a General Contractor’s license and to file for the appropriate permits with Broward County. This project is included in the City's five year water and wastewater capital improvement plan and is adequately budgeted for in this fiscal year budget.
No Sunrise vendors were solicited as there aren’t any in the Business Tax License Database that supply this service.
