Many of the City's parks and recreational facilities feature water amenities, such as swimming pools, splash pads, fountains among others, designed for the benefit and enjoyment of its residents. These installations require ongoing maintenance, specialized products, parts, equipment and services to ensure a continued safe, efficient and reliable operation.

Over the years, the Leisure Services Department has procured a wide range of pool chemicals, parts, equipment, and related services from Commercial Energy Specialists LLC (CES), which was subsequently acquired and is now part of the Heritage Pool Supply Group, Inc. (Heritage). Many of the products and equipment lines utilized by the City, have historically been procured through various brand sole-sources under the Procurement Manager award authority. Certain manufacturers designate Heritage, or its affiliated entities, as an exclusive or sole authorized distributor for their products. 

After conducting a comprehensive review of competitively solicited contracts available for these specialized products and services, Staff identified Sourcewell C# 012226 for Pool and Spa Chemicals and Equipment and Related Services as an existing governmental contract resulting from a competitive solicitation. The contract provides a procurement mechanism through which participating governmental entities may purchase qualifying pool and spa chemicals, equipment, and related services.  This contract allows the City to source most of the equipment brands it requires, including Pulsar, Solenis, BECS, ChlorKing, Dryden Aqua, EKO3, Hexagone Enduro-TurboClean and Yaskawa. Although certain manufacturers designate Heritage, or its affiliated entities, as an exclusive or sole authorized distributor, the City's reliance on Sourcewell C# 012226 is based on the competitive solicitation and award of the existing governmental contract, and the benefit of discounted pricing. Furthermore, utilizing a single contract will consolidate and streamline future purchases, reduce the administrative costs, and improve overall operational efficiency. This contract provides preferred pricing with discounts ranging from 3% to 10% off standard pricing, depending on product and configuration.

Heritage also has an established history of successfully servicing the City's aquatic facilities. Staff have been satisfied with the company's responsiveness and performance, including the timely delivery of chemicals, equipment, and replacement parts, as well as its ability to provide emergency repairs, technical support, and other related services.

Because the purchase will be made using an existing governmental contract, Staff is requesting the City’s formal bidding procedures are waived pursuant to Section 5-173(c)(4) of the Code of the City of Sunrise Florida.
