Background:

The City of Sunrise, Utilities Department owns, operates, and maintains the Sawgrass Wastewater Treatment Plant (WWTP), with a permitted average daily flow capacity of 20 million gallons per day. This facility has two treatment trains with four existing secondary clarifier tanks in each train, containing clarifier mechanisms that rotate to remove solids from wastewater as part of the biological treatment. Many of the working components within the clarifiers have reached the end of useful life and need replacement.

 

As part of the City’s ongoing infrastructure maintenance program and efforts to upgrade aging systems and equipment, this project was identified as a Capital Improvement Project (CIP) and was recommended in the City’s 2019 Water and Wastewater Master Plan. The scope of work for this project consists of, but is not limited to, the demolition and disposal of existing mechanical components and associated electrical/instrumentation for all four Train A clarifiers. Replacement of existing mechanical components and associated electrical/instrumentation for all four Train A clarifiers. Concrete repair and structural modifications of the existing four Train A clarifiers, as required to install the new clarifier mechanisms. Cleaning and recoating the interior of the existing four Train A clarifiers. Cleaning, CCTV inspection, and rehabilitation of the existing Influent (INF), Effluent (EFF), Return Activated Sludge (RAS), and Waste Activated Sludge (WAS) lines.

 

On January 9, 2024, City Commission approved Project Agreement Number PA-24-011-BC via Resolution No. 21-44-24-A with Brown and Caldwell (Corporation), for the design, permitting, and bidding services for the Sawgrass WWTP Train A Clarifier Mechanism Replacement project. On March 25, 2026, Bid No. 26-27-12-CM was issued for this project. A mandatory pre-bid meeting and site visit was held on April 8, 2026, with fifteen prospective bidders in attendance. Bids were opened on June 25, 2026, and six bids were received. The Purchasing Office, Utilities Department, and Brown and Caldwell evaluated the bids and recommend award to the lowest responsive and responsible bidder, TLC Diversified, Inc.

 

TLC’s bid price is approximately 3.57% lower than the Engineer’s Opinion of Probable Construction Cost (OPCC), while the second lowest bidder’s price was 3.27% higher than the Engineer’s OPCC. All references were favorable for TLC Diversified, Inc.’s performance on other projects of similar type and scale with other entities. Additionally, TLC Diversified, Inc. has performed favorably on  previous contracts with the City. Staff is requesting approval to award to TLC Diversified, Inc. Following award by the Commission, the contractor will be required to provide an acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award. The construction contract and associated construction documents are available at the Purchasing Office upon request.

 

The City did not receive responses from City of Sunrise vendors that could provide this service.

 

There is a separate Agenda Item on the September 8, 2026, City Commission Meeting to award Project Agreement PA-26-010-BC with Brown and Caldwell for Construction Administration Services associated with this construction project.
