Background:
As part of the FY 2025/2026 Budget, funding was included to add shade at various City parks and facilities. The Leisure Services Department has evaluated their facilities and plans to install shade structures and canopies at various parks and aquatic facilities across the City to improve comfort, to increase public safety from heat and sun exposure, and to enhance the overall experience for visitors. These upgrades will offer more shaded areas where patrons can escape direct sunlight, making recreational and community spaces more comfortable and accessible. Additional shade structures will also extend the lifespan of equipment to promote the long-term sustainability of park amenities.
At this time, the following parks and facilities will be addressed: The sites selected for new shade structures include: City Park, Cypress Preserve, Flamingo Park, Oscar Wind, SAC (tennis courts), and Village Beach Club. Robust shade improvements for Welleby Park and Sawgrass have also been identified and will be funded separately utilizing CDBG funds.
Staff identified an existing governmental Contract No. 2023/2024-297, awarded to Industrial Shadeports, Inc. by Clay County, Florida for the provision of Various Equipment and Amenities for Parks and Recreation. This agreement allows the purchase, installation, and repair services of both catalog and custom-size shade equipment at a discounted price.
Shadeports has successfully completed several projects for the City, including repairing and replacing shade and bleacher canopies, as well as removing and reinstalling shade canopies before and after storms at several City parks and facilities. Shadeports offers custom outdoor shade solutions tailored to the unique size requirements of each location, while maintaining a consistent and cohesive appearance across sites. City staff have been satisfied with both the product quality and the workmanship provided by Shadeports.
Staff is requesting approval of a “Piggyback Agreement between the City of Sunrise and Industrial Shadeports, Inc.” for the purchase of shade sails, canopies and installation services for parks and facilities citywide utilizing Clay County contract no. 2023/2024-297 for Various Equipment and Amenities for Parks and Recreation, in an amount not to exceed the FY2025/2026 approved budgeted funds and subsequent years’ expenditures, subject to budget approval.
Since these purchases will be made using an existing governmental contract, the City's formal bidding procedures are waived pursuant to Section 5-173(c)(4) of the Code of City of Sunrise, Florida.
