Background:
The City of Sunrise adopted Ordinance 829-X authorizing the imposition of fire rescue assessments for fire suppression and prevention services, facilities and programs against assessed properties located within the City of Sunrise. The assessment is limited to the provision of fire prevention and suppression services and thus excludes the emergency medical services costs.
The last update to the Fire Rescue Assessment was completed in June 2013. Since then, the City had many changes and growth in both residential and commercial properties, along with changes in expenditures, calls for services, staffing levels, apparatus and other items used in the calculation of the assessment. We would like to enter into an agreement with Accenture Infrastructure and Capital Projects, LLC (Accenture), formerly known as Government Services Group, Inc. (GSG), to update the assessment report based on recent information.
Accenture prepared our prior Fire Assessment Fee Study and provided a workplan to identify the full cost of the fire prevention and suppression services, to determine preliminary revenue requirements to support these services, to update the apportionment methodology, calculate preliminary proforma schedules of rates and prepare and present an assessment memorandum following completion of the report.
Accenture provided a scope of work and fee for the anticipated services, which are considered fair and reasonable for the required effort to complete these services.
Because this purchase is within the financial advisory services classification, it is exempt from the formal bidding procedures pursuant to Section 5-173(c)(6) of the Code of the City of Sunrise, Florida.
