Background:
The City of Sunrise Police and Fire Rescue Departments require ongoing access to Emergency Medical Services (EMS) pharmaceuticals and medical supplies to support daily emergency medical operations, including medications, disposables, airway equipment, trauma supplies, and other mission-critical inventory.
Historically, the City has procured EMS supplies through a Broward Sheriff’s Office (BSO) contract, which is set to expire. Staff has identified a new piggyback opportunity that is well suited to the City's current and future needs.
Bound Tree Medical, LLC is a national supplier of EMS pharmaceuticals and medical products through a competitively awarded contract with Okaloosa County, Contract No. C26-4259-PS, ITB PS 29-26, EMS Supplies and Inventory Management Software. Although the City will not utilize the contract's Inventory Management Software component of the contract, the contract provides catalog pricing and steep product discounts that Bound Tree has extended to the City through authorized piggyback purchasing.
Under the Okaloosa County contract, Bound Tree offers a 35% discount from catalog pricing, compared to the City's current 24% discount. The contract also provides discounts on products from other manufacturers, providing additional purchasing options for the City.
Staff recommends that the City Commission approve the use of the Okaloosa County contract with Bound Tree Medical, LLC for the procurement of EMS pharmaceuticals and medical supplies at the applicable catalog pricing and discounts provided under Contract No. C26-4259-PS.
Because these purchases will be made through an existing competitively awarded governmental contract, the City's formal bidding procedures are being waived pursuant to Section 5-173(c)(4) of the Code of the City of Sunrise, Florida.
