Background:

The City relies on mission-critical information technology systems, networks, and data resources to support essential municipal operations and the delivery of public services. Recognizing the increasing risks posed by cybersecurity threats, including ransomware attacks, system failures, and other disruptive technology events potentially affecting the City’s infrastructure systems, utility networks, and critical databases, the City’s Information Technology Department must maintain robust cybersecurity resilience and continuity of operations capabilities. To support these efforts, the IT Department further improve proactive disaster recovery, data protection, and system restoration measures to ensure the timely recovery of critical technology resources and minimize service disruptions resulting from cybersecurity incidents, natural disasters, or other technology-related emergencies.

 

The IT Department evaluated available solutions in the marketplace based on the use of current technology and capabilities, compatibility with existing City networks, cost-effectiveness, and the flexibility to scale services in accordance with the City’s critical infrastructure and operational needs. Following this evaluation, the IT Department recommends approval of a Master Services Agreement with 11:11 Systems, Inc. (“11:11”) for cloud-based disaster recovery, backup, and related managed services. 11:11 provides Disaster Recovery as a Service, cloud-based backup solutions, and managed technology services designed to strengthen the City’s ability to protect critical systems, respond to cybersecurity events, reduce ransomware-related risks involving encrypted data, and restore operations following service disruptions. City staff has negotiated a cybersecurity-oriented Master Services Agreement with 11:11 that incorporates the City’s Statutory Terms and Conditions and ensures compliance with applicable cybersecurity requirements under Florida law. A final copy of the Agreement shall be maintained by the City Clerk, with any portions of the Agreement specifically containing information relating to the City’s critical infrastructure or cybersecurity backup measures being exempt from disclosure pursuant to Section 119.0725(2), Florida Statutes.

 

All references were favorable regarding 11:11 Systems, Inc.’s performance on similar projects for other government entities. The feedback was positive regarding the firm’s technical capabilities, responsiveness, reliability, communication, and overall quality of service in implementing disaster recovery solutions.

 

Staff recommends that the City Commission approve the Agreement with 11:11 Systems, Inc. for an initial three-year contract term, from October 1, 2026, through September 30, 2029, at a guaranteed fixed rate. In the event that Disaster Recovery Services are required, staff further recommends authorizing the Director of Information Technology to proceed with Disaster Recovery Services, following the concurrence of the Risk Manager and City Manager.

 

Additionally, due to the critical nature of these services, which involve highly specialized cybersecurity and disaster recovery capabilities that are integral to the City's technology infrastructure and require compatibility with the City's existing networks, staff recommends waiving the competitive process to ensure the City has reliable and secure technology solutions.

 

Pursuant to Sections 5-173(c)(5) of the Code of Ordinances of the City of Sunrise, Florida, the City’s formal bidding procedures are hereby waived.
